Lilly
Bertz
Lilly Bertz brings nearly two decades of leadership spanning strategy, policy, and communications in the government sector.
Lilly held senior positions advising the highest levels of leadership at the Department of State, Department of Defense, and Department of Justice, specializing in strategy and policy development, communications, and speechwriting for national security, health, and foreign policy disciplines.
Through senior consulting roles, Lilly has galvanized growth through winning proposal writing, contract awards, project expansions, and contract management across a range of federal agencies.
Together, Serellium co-founders Lilly and Serena reverse-engineered the process to successfully position a business to enter the federal market and win government contracts. They built a leading methodology to bring new businesses into the federal contracting market, removing the guesswork that hundreds of thousands of business leaders face when seeking to expand into government industry. Lilly and Serena also created a proprietary analysis that crystalizes a market entry strategy for any business looking to sell their product or capability to the government.
A former Peace Corps volunteer and Presidential Management Fellow, Lilly holds a Master of Public Administration and a Master of Science in Social Policy from the University of Pennsylvania, and a Bachelor of Arts in Government and Psychology from Dartmouth College. She resides in Alexandria, VA with her husband and two children.

Serena Blankenship
Serena Blankenship brings 25 years of expertise in business development, organizational design, and strategy across government industry.
A retired Navy officer, Serena's two decades in military service encompassed leadership roles spanning battlefield medicine, manpower and organizational analysis, and critical health system planning for the Department of Defense.
A subject matter expert in organizational design, Serena has developed extensive guidance and best practices for government agencies on organizational assessments, structural redesigns, staff and resource planning, and risk mitigation. She played a pivotal role as a manpower expert in the organizational design of two of the nation's largest healthcare systems through the Defense Health Agency and the Veterans Health Administration, driving staffing efficiencies and resource savings for 400,000+ workforce models.
As a senior consultant, Serena has secured major federal contracts and managed expansive federal contract awards for various government agencies. Today, Serena and Lilly combine their vast and diverse experiences in the federal government sector to help small, medium, and large businesses enter the federal contracting market, implementing a proprietary, data-driven approach that rapidly translates business capabilities to the highest demand entry points in government contracts.
Serena holds a Master of Science in Management from the Naval Postgraduate School and a Bachelor of Science in Nursing from the University of Colorado. She resides in Centreville, Virginia with her husband and four children.
